Our experience is that groups who want a service need to organize it themselves. If you ask Celebrity will allocate a conference room and put a notice on the bulletin board and sometimes in the daily schedule of events. On one of our cruises one of the performers attended and brought his guitar. We try to remember to bring some hymns along in case anyone wants to sing, Celebrity has been willing to make copies for us.

We have been at sea a number of times during Passover and they always had religious service.   I'm not sure if they still do it but also remember they had separate elevators marked for for meat and dairy.
