If I book a suite in the Retreat it includes the premium drinks package to be used all throughout the ship?

Yes.  You or your beverage package are not restricted to the Retreat.

It also includes the in-room mini-bar (soft drinks and beer) and, if I recall correctly, glasses of wine through room service

The package is good throughout the ship. However, no package needed for drinks in the Retreat. Those drinks are "free".

Beverage package does not include drinks from room service.

It has on Apex and Beyond.  If you are charged, dispute it as ALL beverages are included regardless of where they are brought from. We had that issue on Apex and the Retreat Concierge (Ana) promptly removed these charges.
