They are a lot nicer than CC. They are giving $100 OBC per CABIN, not difference in level for the April 15 TA. But surprised RCI is not offering bus transport to/from Baltimore, like CC is. Hmm, they have to cancel a stop due to time and distance, when the cruise leaves from a place 8 - 10 hours down stream from Baltimore and returns to the same place.

Nope, every RCI level is lifetime. Once you "earn" it, you have it. Not that you get much for under D. And domestic partners get it without ever sailing. As do kids under 18. However, once kids turn 18 or partners spilt, they keep the level but revert back to their own point level. So a never cruised person, could connect with a D+, cruise one 3 night cruise, split up and be D+ with 3 points. 😄 I think there are some differences with P.

EDL was never intended to be in all states. Only border states. REAL ID is supposed be enacted in all states.

I think you are also confusing EDL and REAL ID. EDL has been out and working for years.

For RCI out of Tx only certain bottled may be used that have had state tax paid on them. So limited drink menu at the start

So they can just tell you your cruise leaves from another port and it is your problem???? Actually it seems they only have to get you back to your port of embarkation or your home (at their discretion). So according to the contract, a person on the ship right now that lives in Norfolk, they could put them in a taxi to their home and leave it up to them to deal with getting their car parking in Baltimore. It could be interesting to get that into court. But yes, technically they could tell you that your cruise now leaves from LA and if you cancel, you get no refund.

They may not be responsible for the situation, but they are responsible for giving you the cruise you booked. How would it be if you booked a cruise out of Miami and they said, oh, your cruise is now leaving from LA, it is your problem? IMO, they should offer transport to/from Baltimore and Norfolk. Or either let you cancel for a full refund or for say 150% of your fare as a credit to a future cruise.
