It's been a long while since I did my Mediterranean cruise, but I'm fairly positive we did have to pay something in Venice. In fact, I specifically recall giving my mother's 2nd day pass to another passenger as she stayed on the ship. I'm going to guess, for Venice, that you could get off the ship where it is docked, but we chose to take a boat to the Square.
