its Sea Princess but surely not just 150 people housed on it?

 

Maybe its just a stock photo representing "a cruise ship"?

 

For what the rent is quoted at the Council could buy QE2 and get a tourist attraction as well.

 

or just book the homeless people on a cruise week by week, could be cheaper
