It is only the F&F rates that require the use of a TA. Not all TA's may offer you the rates either if you have not done business with them in the past. No Balcony, no seniors, no resident etc. Really in the vast majority of cases they only benefit new cruisers who aren't eligible for any other discount. I just checked out a bunch and rates with a couple of other discounts were quite a bit less than the F&F rates. By the time they get to the point of having to blow out cabins they are already offering resident and seniors as well as other discounts.
