By delaying departure the hurricane situation doesn't get any better . The transit out of Chesapeake to open ocean will not improve today or tomorrow. Look at the map of Dorian. In my experience, guests are not allowed off the ship. Depending on the reason for such a delay, conditions can change at a moment's notice and the captain has to be able to move the ship as s/he sees fit. The forecast for the Baltimore and Virginia Beach areas shows winds from the NNW at 20-25 decreasing hour by hour to below 20mph and from the NW. Fairly clear skies and no rain. Add in commercial and Navy traffic from Norfolk and Newport News and it becomes rush hour on the Bay.
