As those taxes are not individual line items in the quoted cruise fare and absent any contractual provision requiring the cruise line to make a cash refund the issue is purely one of customer service and goodwill. Apparently NCL decided OBC is sufficient. As I said, there are cruise lines that never refund a penny when a port is missed and others that are inconsistent. I'll wager there are a substantial number of passengers who are happier that they got the OBC rather than a cash credit. Of course they're not going to come on here and say how wonderful it was for NCL to give them that much OBC because it paid for their onboard expenditures. This was not the vacation I imagined. I adapted, had fun and enjoyed myself. I appreciate the gesture by NCL. They cannot control the weather. I think that depends upon what is meant by whether travel insurance "covers missed ports". There are (or used to be) some policies that would pay IF any ports were missed. Sort of a consolation prize, in my mind. You miss the port, but get some money instead (which may not be at all comparable, of course). OR... there is travel insurance that will pay for non-refundable travel costs that were missed or "wasted" somehow, or some extra expenses... You get sick, and the entire vacation is over before it starts. Your flight is cancelled and you need to spend the night at a hotel (years past, the airlines picked this up; it's not always the case now). Your flight is late, and you miss the last ferry to your hotel, which you already paid for. Or... your ship misses a port, and you miss that non-refundable excursion. Etc. I'm not the person who posed the question, but in the context of this thread (I'm the OP), it referred to the two days (of three scheduled) that we were unable to dock in Bermuda because of the weather. That is, two days of "missed ports." Ironically, AIG's Travel Guard Preferred is offered in all states except... New York 😞. I can't find any New York version of their policy fine print that includes the "travel inconvenience" benefit.
