They need to stop importing disease, including new variants. In most of December, St Kitts and Nevis averaged 1 new case a week - then came Christmas and spreading. While the rumor mill is running wild that cruiselines are under reporting infections for this reason, RCL has found a creative solution. They make the crew that test positive get off at a port only to be later picked up by a passenger-less ship that dedicated to quarantining crew members who test positive. By law, cruise lines have to report cases to the CDC. If RCL is doing that, the crew still has to be replaced, and they should run into quarantine restrictions when adding crew back to a ship. So many passengers in the theatre without masks, the pools packed, no wonder people are leaving sick. According to the celerity Instagrams, Nevis is a favorite for rich celebrities who frequent fancy homes, staffed with locals. Despite that fine and being on probation they continued to falsify documentation and got caught again for illegal dumping and were fined an addition $20M in 2019. Makes you wonder what else they've been doing. Various reports from the crew, when ship officers are announcing to passenger there are only 0-10 people who tested positive, the crew is claiming they personally know for more crew members alone who positive.
