If they let under 21 board without the companion this would be the ultimate work around for the rule. How many people would simply book cheap rates and "no show" the over 21 guest? If you do, you could link your reservation to theirs and they will in essence be your "guardian." Since you are over 18 your cabin does not need to be near them, they would just need to agree to take responsibility. Check out the age requirements for renting a car (without astronomical insurance adders if even offered). Check out the age requirement to consume alcohol. I'm guessing the cruise lines want to avoid that kind of nonsense. They were not allowed to check in or leave the ship without the “responsible person” present. I like the idea of linking the reservation with another one, if you know others on the cruise. This is businesses protecting themselves from a segment of young adults who commonly make bad decisions that are detrimental not only to themselves but also increase the liability for the business itself. There is a reason these type of policies are common in the business world from rental cars to hospitality. The majority have minimum age policies that can be as much as 25 years old. Businesses are not in the habit of turning down money unless history shows the risk far outweighs the reward.
