If you booked on the Celebrity website then you contact them for a price drop if it is before final payment. If you used another website to book you have call that company for price drop. You will pay the difference between what you actually paid for your original cabin and the current price for the upgraded cabin. If the upgraded cabin is less, you will not get a refund. Several years ago, I had the opportunity to upgrade from my concierge cabin to a suite for no additional cost 3 days before sailing.
