DH and I are new to Celebrity, although our March Constellation cruise will be our 76th cruise overall. Does the Constellation have ATMs onboard?

Yes, Constellation will have an ATM. One located at Guest Relations and one at the casino.

I don't recall exactly what the ATM fee was but my recollection is that it was on the high side.  Of course you are on a cruise ship and it is a convenience.

And it now seems like many of the ports take dollars.

Every Celebrity ship we have been on does indeed have an ATM or two.  Don't use them.  The fees are high/exorbitant.  We have never used one on a ship.  In all fairness to Celebrity they are not in the business to provide currency.

Don't pay the fee...Go to the casino, insert your room card in any slot machine, set up an account, then withdraw the amount you want. The amount you take will be put on the machine as credits. Then just hit the cashout button. Then go to the cashier in the casino with the cashout ticket.  They will then give you cash.   The amount you take gets put on your room charge, which will be put on your credit card on file, if you don't want to settle your account before you disembark at end of cruise.

This works well provided you do not have NR OBC. In 2023 it was billed as a travel expense on my credit card (with points from the CC) and not a cash advance.  Some ATM cards will rebate ATM fees but I am not sure if they will on a cruise ship.

Has nothing to do with OBC...Strictly using the casino as the cash cow...It gets put directly on your room charge..Then your charge card, if you don't want to settle your acct before you leave.  I do it each time, instead of carrying a wad of cash around, thru the airport etc.  Then I pay CC in full when I get home..

This is probably only true for me -  if you have NR OBC on your account it will be used first when used on a slot machine and then you may be restricted from cashing out at the casino cashier. Usually when my account is debited the order of the money flow has been: NR OBC, OBC, Credit Card regardless of how I incur the debits. Once the OBC's are used up then it is a great, but small, manufactured spending opportunity.
