It was refused permission by the Queensland Goverment to dock, just like the Dawn Princess was refused permission to dock by another local goverment body. Can we please move on. To be quarantined is enforced isolation for health reasons. As such, Pacific Dawn was quarantined at the end and beginning of its last cruise in Sydney, when passengers were unable to board or alight while health assessment was underway. It was again quarantined from land some days later in Queensland as the restriction was applied for health reasons, and those departing in Brisbane were also quarantined for 7 days. Queensland can't tell a ship where it has to go when at sea, but the fact was that it was quarantined from its intended ports and as a result the entire cruise was cut short. I also read that some contacts, not on cruises mind you, but some contacts, are being 'sheltered' for 72 hours, which is the incubation period it seems.
