I think you are looking at the transportation (buses) with their Broward County Sheriff escort vehicles with their roof light bars illuminated outside berth #19. Would that count as "notice"? Not normally. Perhaps this is an "extreme case" in which an exception can take place? However, to my knowledge, there are no exceptions. You will need to click on the link in the top left hand corner of the Fort Lauderdale webcam to view the SE camera - but the ships actually are over the horizon at the moment. They are moving around. You could also go to the Marine Traffic site to see all the cruise ship "blips"!
