For the most part, yes. There is a handful of exceptions, such as friends of mine who have dual citizenship and American citizens who own property abroad and are considered European residents. (I realize this is a small portion of people, but I know several such people-I wish I were one of them! 😂).

That should be the case. Cagliari was used as a replacement port for Naples as well when Naples was in the red zone in December.

Glad to see the Grandiosa is still cruising. Not an easy task in middle of the travel restrictions.
