I believe you have to apply for it and be approved within 3 weeks of your sailing. I’ve applied for it early on ( around 7 months) and never had a problem. You can apply as early as you want provided the benefit has been extended through your sail date (I believe through July 2022 currently) I believe you are supposed to apply at least 3 weeks out but generally speaking as soon as you book a cruise in the window I would send in the documentation and just be done with it. If you book a "free" or even deeply-discounted (i.e. the free cabins are gone but you can book the same category for $199/pp (which is what I did on my Zuiderdam sailing)), then it is denied. That's the case with my upcoming sailings - Eurodam was "free" so no OBC; Nieuw Amsterdam is a regular fare but with a casino discount. That one was accepted. Carnival always used to give them to everyone except interline, even free cabins, but they've just recently stopped giving it on free cruises. I think that's fair. I’ve never been much of a gambler. I don’t think I’ve gone into the casino the last few cruises. I did however sit for quite a while on a machine on Princess. I did get one email offer from Princess with some very good pricing but I’d just come back from a cruise so I couldn’t do it. I thought the fax was lost, so I emailed them last weekend, but the email I received referenced the fax. Currently on Rotterdam what they had was nowhere near what it is supposed to be. Land and Sea in my experience often are not on the same page. I wish it was different......it just isnt. You only see it if you booked directly with HAL. If you use a TA, you don’t see the obc. Just take you email with you printed out to be safe and you will be fine.
