Correct - base cruise fare paid. The taxes and any other fees would have been refunded to the original payment method at the time of the cruise cancelation. Any additional offered FCC incentive (i.e. 25%) would then be applied to the FCC fare value. As others have mentioned, an FCC can be applied to any booking at any time up to and including final payment.
