Sailing Roundtrip from Seattle - do we have to complete ArriveCan?

Yes, You have to do it before you get on board most cruise lines. You are likely in Canadian waters within 2-3 hrs of departing Seattle. The timing is tied to when you depart Seattle.

Yes, I registered and created our profile with our vaccine card info about 2 weeks before, and then entered our trip info 3 days before.  

 

Just an FYI:

We just returned from an Alaskan cruise  (Seattle roundtrip) that stopped in Victoria.  We walked right off the ship with no mention/check of our ArriveCan.  Our cruise line (Celebrity) also didn't check for it when we embarked.  We were surprised with all the hype/reminders to fill it out.  I would definitely still do it, but just be aware you might not need to show it.

The ship must send the crew/pax manifest to Canada Border Services shortly after leaving the previous port. This is reviewed and the ship is provided a list of any pax that Border Services have an issue with. These pax are normally prevented from going ashore until they are cleared by Border Services.

 

Since you completed the ArriveCan and it is linked to your passport, they had no need to delay you heading ashore. Had you not completed the ArriveCan process, you may have been included on the list of pax that required face to face interviews with Border Services.

If you are getting on ship in Alaska and ending in Vancouver do you do ArriveCan on the ship, 3days before getting to Vancouver?

No- you do the ArriveCAN before boarding the ship. Canadian regulations say that ALL passengers who will be entering Canada (and if you sail into Canadian waters, even if you don't disembark, you are entering Canada) must complete the ArriveCAN. Since it is connected to your passport, there is no need to show additional paperwork to demonstrate that you have completed it.

Ditto what others said about Seattle sailing.  They check ArriveCan before first embarking on the ship in Seattle, but then in Victoria they didn't check it, didn't check your customs form, nothing.  Which is good, since the time in Victoria was so short.
