Just as Celebrity does, Regent tries to draw a distinction between between its "suite" class/butler level and "regular" cabins. This is Regent's way of doing it. Of course Regent does not do the "ship within a ship" concept...indeed they are far different products. We cruise in both Celebrity suites and Regent below concierge level cabins. Regent is all-inclusive and typically quite a bit more expensive than Celebrity Retreat. If you read the description/perks for each suite it will mention this. You can even invite others for a small party! I do know that a few years ago the 2 restrooms on deck 7 (starboard side between the guest suites and casino) were turned into crew cabins and numbered in the 3000's vs 700's on that deck. Occupied by Boutique crew members while we were on WC earlier this year. Next time you're on Mariner take a look at the signs on 7 with the deck layout...still shows restrooms there.
