I would like to read the actual document not the news release. Reading between the lines it sounds to me that the one year ban is to Arctic waters. The cruise ship ban statement seems like someone through that in and it really doesn't belong in the one year ban statement. Biometric passports have been around since 1998. US started issuing in 2006. Canada didn't start issuing until 2013.
