Maybe, but consider that some cruising is underway in Europe. Also UK is starting some limited itineraries. And so much has changed since that order was issued. Point being, things are better understood than in the recent past. If the CDC doesn't change things up (though it sounds like they are) one would have a case to be heard. Upon exactly what would such a case be based. A court case would basically be 1. Is there a epidemic 2. Has an emergency been declared 3. Does the CDC have authority 4. Has the CDC presented the reasoning The answer to all 4 of those questions are clearly yes. Keep in mind in Europe you also have pretty strict limits. For example the cruise lines active in Europe are the lines that are registered in the countries they are sail from. Those sailing from Italy are lines registered in Italy. Same with Germany and Norway. In the UK you have Cunard, P&O UK and Princess (all of which are part of Carnival UK (Princess was part of P&O when CCL purchased P&O). The requirements of that transaction required that CCL keep a business entity registered in the UK. MSC and Viking have also indicated doing some cruises out of UK following the same requirements. So UK might be allowing other non-registered lines. But still totally within the UK. At this time there are no large cruise lines that are registered in the US. Also the EU lines are only taking EU residents (only visiting ports in the EU), the UK is only taking UK residents (also not visiting any ports outside of the UK). Again unfortunately such cruises would not be allowed in the US. The only exception is Israel who happens to be in the lead as far as number vaccinated. So has this increased the chances of Enchanted Princess sailing from Civitavecchia in July with its similar itinerary that was planned months ago? From June 12, Costa Smeralda will return to sailing one-week cruises in the western Mediterranean, with visits to Italy (Savona, Civitavecchia and Palermo), France (Marseille) and Spain (Barcelona and Palma de Mallorca). The departure date of Costa Luminosa, the second Costa ship scheduled to resume service, is postponed to May 16 from Trieste, and the following day from Bari, confirming its program of one-week cruises in Greece and Croatia, in accordance with recent roadmap for the resumption of international tourism in Greece.
