Found this on line. As of Jan 2023 any one travelling to Europe has to submit this. Neither my travel agent, airline or HAL has mentioned  that I have to submit this. Although on our itinerary for our July cruise to Norway it does say," visa required for some nationalities" never needed a visa for Europe before. Is this what the ETIAS is??

The EU's ETIAS will be similar to the USA's ESTA.

The date for implementation of ETIAS has been put back (not for the first time) to November, '23

It will probably not be introduced until the end of 2023 at the earliest - postponed several times.  More information here.

It will probably be mentioned by airlines much the same as we are notified of requirements of ESTA and eTAs

Our TA said something similar until I mentioned to him that our August 2023 cruise started in the UK before it went to EU countries. But now it looks like we will not need it as that will be before the date it will be implemented.

It will be similar to other immigration requirements. You should be able to find the information in similar ways that you find other immigration requirements for your nationality.
