Our experience is that everyone there is very happy to receive a tip. The local economies are quite poor. You don't have to tip as much as you do in the US. I believe 10-15% was recommended. And in some Asian countries tipping is not only not expected, it is considered rude, and an affront to that person. When travelling, it's wise to be aware of local customs and leave your personal habits at home. Of course the person would be unlikely to refuse a tip. That would also be considered just as rude.
