It does say "When you renew your passport at an official passport agency", which is what you must do if you are applying for a first time passport (and the article is talking about renewing ones passport but it wouldn't have hurt them to add that info). It also says that you may avoid the fee for a renewal by renewing by mail if you meet the eligibility requirements, which is how most people renew their passport if they can since it's much easier. I know the article says "renewals", but the processing fee that they are talking about is only applied to first time applications, not renewals. They don't have their facts straight. According to the passport fee schedule: "Adult Renewal applicants residing in the US must apply by mail" https://travel.state.gov/content/travel/en/passports/requirements/fees.html If you're applying in person it's a new application (in person) and a processing fee is required.
