Some of the specialty bars like the martini bar and the world bar have cocktails that are over the limit, but you can still use it and either get a basic cocktail or pay the difference. Possible you are confusing the drink vouchers loaded on the Seapass cards for elite and above. As others have said, not true on Celebrity.
