Curling irons on Viking?

That's not necessarily true. Just did 2 weeks with Avalon  in the Mekong- no US style voltage there. Don't think Avalon in Germany did either. Ocean cruise, maybe, some lines.....

Uniworld had US outlets/voltage in their cabins

I was specifically responding to the idea that US outlets were available. Sorry if you were specifically referring to Viking - I didn't realize. There have been other non-Viking posts. It's the internet; we're flexible here ;-)

It says "any electrical device that produces heat" which to me certainly covers a hair dryer.

Still too open ended for me, especially since curling irons are listed as an exception. IMHO, this is one that should be spelled out in black and white. No guessing. No assuming.

They have stated a general rule and a limited exception.  Seems pretty clear to me.  It would be dangerous to try to list everything in detail, because somebody would quibble about the definition or bring on a product they hadn't thought of.

Hair dryers which are provided by the cruise line will have been safety tested as part of the procurement process: there isn’t the resource on board a river ship to test random appliances which passengers may want to use.
