I also was on Riviera in Dec of 2019 and distinctly remember there being a machine of some type in the casino by the cashier's cage .They have also in the last 2 or 3 years set it up to use your Sea Pass card for the casino. Since I don't do that I don't know the details. I've seen some pretty hefty fees on ATM's in casinos. That's really nice of banks that will cover that. In particular, watch for ATM lookalike machines in airports. Some “exchange bureaus” (e.g., Travelex) offer ATM-like transfers with fees NOT covered by your bank. I try to avoid Travelex just because of their poor exchange rates, but Schwab has always refunded all ATM fees no matter where they are from.
