No Hawaii cruises until last half of 2021

The outlook of Hawaii’s economy is based on the following assumptions:

However, it is likely that the department working on the economic forecast actually asked about the governments plans before they selected the date for the forecast.  It is unlikely that they came up with the date in a vacuum or just drew the date out of a hat.

 

So it is one of their assumptions, but one that is probably based upon discussions with other government departments

Still 6-10months before dates are released, doubt option will be available by then. I'd bet by next Spring there will be stops there...

HI is in the process of extending the quarantine into July now. And they enforce their quarantine (you go into your hotel and you can not leave the room for 14 days). Unlike VA which just ordered that everyone must wear masks when in public places starting on Friday,,,, but will not enforce it, HI will arrest people who break quarantine and deport them.

Only on cruise fare, not the entire price, taxes and fees, they will just be given back to your credit card on what you paid.

I don't know about deporting (where did you see that?)...but indeed Hawaii can enforce the quarantine rule.  In the worst case, a hefty fine and time in jail for ignoring the rule.

All individuals, both residents and visitors, arriving or returning to the State of Hawaii through June 30, 2020 are subject to a mandatory 14-day self-quarantine. The mandate applies to all arrivals as well as interisland travel at state airports, including private and commercial aircrafts. All arriving passengers are required to initial and sign this order confirming they are aware of the 14-day quarantine and acknowledging they understand violating the order is a criminal offense, and subject to up to a $5,000 fine and/or a year imprisonment. The period of self-quarantine begins from the time of entry into the State and lasts 14 days or the duration of the person’s time in Hawaii, whichever is shorter. I got my FCC (finally) yesterday.  Even with deducting fees and taxes (which still has not been refunded)...RCI and their "fuzzy math"...it worked out to 113%...not 125%

To think what will be in 2021 is too early, we need to take it step by step. Who would have throught some weeks ago that Italy would open up it's borders again on June 3rd.

 

Slowly thinngs are opening up around the world and we need to see how it goes. If numbers will remain stable even with the additional movements, this will encourage authorities to open things up sooner. However uncertainty remains of a 2nd wave and just the way things will be loosend things can also go again into the other direction. I doubt we will soon full lockdowns anymore but certain restrictions affecting the travel and hospitality sector are likely.

They are arresting, but I haven’t seen any deportations reported. A news article about one guy being charged.

That's not good to hear, wonders what other are experiencing when rececieving the 125%

The Governor talks extending the quarantine:

 

"Gov. David Ige said Thursday the 14-day quarantine for out-of-state travelers to Hawaii will be extended beyond June 30 because of the COVID-19 pandemic.

 

In a meeting with all four of the state’s county mayors that was streamed on Facebook Live, Ige confirmed the extension in response to a question from the public.


“Certainly, we’ll be making that announcement soon,” he said. He didn’t specify how long the extension of the mandatory two-week quarantine for in-state arrivals would be".

The Lt. Gov talks travel bubbles with Japan and possibly New Zealand and Australia. He also mentions cruise ships in the article, but not in a way that will inspire any confidence in cruise ships in the Hawaiian populace:

 

“Given the significance of Japan tourists to Hawaii and Japan’s low COVID-19 infection and death rates, a travel bubble with Japan could serve as an effective start and pilot in the gradual reopening of tourism,” Yonamine told the lawmakers.

 

The agreement, if approved, would likely allow incoming visitors from Japan, who meet safety thresholds, to be exempted from the state’s mandatory quarantine.

 

Lt. Gov. Josh Green, an emergency room physician from Kona, said in a Facebook Live question-and-answer session earlier Thursday that he likes idea.

 

“There’s also New Zealand and Australia,” Green said. “These are large possibilities for us.” Both those countries, like Hawaii, have flattened the coronavirus infection curve.

 

Green did add a caveat, however

 

“We cannot just throw caution to the wind,” he said. “We can’t just open up and hope that our (airport screening) lanes screen and catch everybody. We will get cases because … the national numbers are that about 35% of all individuals who are positive for COVID are asymptomatic carriers. But there are clusters that are much worse. On one of the cruise ships, there were 80% of the individuals that were positive asymptomatic. They had a weak strain, basically, of the virus.

 

Can you imagine if a cohort from some city or a cruise ship came in and 80% were positive? They would spread it like wildfire. And we have such a low rate of infection, we have very little immunity here. So without many antibodies and with the potential for asymptomatic carriers coming into the state … I think ‘travel with aloha’ — meaning getting a test 72 hours or less before travel — will give us good protection.

I read a similar article about a couple on their honeymoon who got in trouble with the police (possibly arrested...I can't recall).  Hotels are supposed to tell the police if customers are leaving.  Since not doing so can cause serious problems for the hotel, most are complying. They even said that some hotels have one time use room keys.  If you leave the room, you have to stop at the front desk to get a new key, and the hotel would alert the authorities.

Since Jetty park has now reopened (just to locals with annual pass)...we went there for a picnic lunch a week or so ago (picked up from Grills) and decided to walk down to the pier.  Security boats of all kind were blocking off the entrance to the Jetty...as in came a big sub with escort.  Was just luck we happened to be there.  Lots of officers standing on the deck of the sub waving.

When I worked for the Canaveral Port Authority, Jim and I were lucky enough to tour a Trident Submarine while it was docked in the Trident Basin.  I think it was around 1999-2000.  Believe it or not, we were able to go because the majority of higher-ups (Directors & Commissioners) passed on the opportunity!  I’m still grateful they did!  What an amazing afternoon!

There were so many great opportunities before 9/11.  Working for the Port Authority, we were able to occasionally get on the new Disney ships for lunch!  My first cruise was on Disney!  It was a deal I couldn’t refuse!  😀

Maybe, maybe not...

Two ways that might work out badly:

1) Things don’t come back as hoped, RCL goes into bankruptcy and you lose 100% of your money.

2) They don’t go into bankruptcy but given a new requirement to carry fewer passengers, they increase prices by way more than 25% and in order to cruise you have to kick in considerable additional money in addition to your FCC.

People are not allowed to enter and sent back on the next flight if they can not prove that they have 14 days of lodging arranged. Some that are violating the quarantine are also being expelled.

1) That isn't gong to happen

2) Have cruises booked through next year. Don't have to worry about that until 22. By then this will be over with.

Just be aware that on the financial markets RCL has had to take out a “Title Loan” (“secured by 28 of the Company's vessels and material intellectual property of the Company”) to borrow money at 11.5%. A 125% FCC used 2 years from now is an unsecured 12.5% loan. That’s a pretty slim premium for unsecured over secured loan. Good luck.
