Just a guess but possibly a "we don't want your ships and all you tourists that come with it" protest?  I see they've done similar in other places (e.g., Venice, Barcelona, Majorca).

I agree this is most likely.  Shaking my head though, they don't want the tourists but won't let them leave....seems kind of backwards lol.

This seems odd for that type of behavior right now.  I was in Kiel May 5 and there is a new berth at the terminal either open or very close to opening.  I wonder if some are protesting the expansion, though it's a bit late for that.

OMG!!!  There are people hanging from the ropes that tie the ship to the docks!!!!!!!!

Yikes!  This is the first time I've ever seen anybody hanging on the lines . . . not only dangerous, but stupid.  There are other ways of protesting.

Use webcam Schwedenkai, and wait until the camera goes all the way to the right, you can see her clearly..
