Despite the rhetoric, Covid is transmitted by air, rarely by touch. I get the impact that it MIGHT have for Noro (if it's the correct lotion), but it won't do much for Covid. I just read the initial rqmnts by CDC.. it's NOT workable. If one has mobility issues at all.. like not being able to go up stairs easily... they're screwed. I see hand washing stations all over the ship, when you enter the buffet, dining rooms, bars. People like to make sure their hands are clean prior to touching anything. Ships that ahem sailed in Europe have sectioned off and elevator into 4 squares - 4 passengers max. Another reasons that masks will still need to be worn. Smaller ships help. The "R" class ships of Azamara and Oceania have small elevators which never seem crowded as people can usually walk between decks. Mega ships rely on elevators, stuffed to the gills, to move people. And, as has been said, Covid is spread through the air, so why bother about rubbing your hands with a bit of alcohol? I like your thinking. You are ready to cruise and don't see a need to have any had sanitizers on a ship. I get that. But the CDC won't let the ships sail without them. Especially in the US. The chances of catching CV19 through surface transference is negligible. I can;t see this working on a cruise ship however, cruises have crowds at embarkation, casinos, shows, dining. I can go one or two flights hanging on to the railings and going very slowly but that is it. Having seen what has happened prior to the Covid (people pushing on and not get off even when the "buzzer" goes off indicating overload, pushing in front of scooters, etc.) I can't see how this will be handled.
