CC polls are showing that the majority of us will choose not to sail if that requirement is not in place. Only a tiny amount of cruisers are on CC and something like 80% of passengers on the Singapore cruises have been first timers. The CDC has the responsibility for controlling/reduction of disease. Obviously not cruising cannot increase COVID, so the CDC has little or no incentive to issue mandates to CLIA. CLIA needs to get off its rear and give case levels when they will look at resumption of cruises, put forth port agreements and provide specific protocols to be followed.
